(internal SAP code: Project Manager)In the last few years, Ukraine has developed and adopted various laws in favour of an ambitious decentralization reform, which reshapes the relations between the national, regional and local levels and builds institutional capacity. The success of the decentralization reform greatly depends on the coordination and cooperation between the different stakeholders involved in reform implementation at the national, regional and local levels. Given the important new tasks, responsibilities and financial resources that local self-governments have gained, the implementation of the reform has to be accompanied by expert advice, trainings and diverse support measures. U-LEAD (Ukraine - Local Empowerment, Accountability and Development) is a special measure which is conducted as a multi-donor action by the EU and its member states Germany, Poland, Denmark, Slovenia and France to support the Ukrainian government in the implementation of the decentralization reform.To support the implementation of the U-LEAD with Europe Programme activities, we are looking for a highly motivated Project Manager with proven experience in project management, solid administrative and organizational skills and good knowledge of local self-government system.Areas of responsibility:
- Supporting municipalities in realization of administrative aspects of project management.
- Delivering capacity development measures for local government officials to develop their administrative capacity to manage projects.
- Supporting projects management which are implemented in the framework of local subsidies or grant agreements.
- Supporting external and internal communication and visibility of U-LEAD with Europe.
- Producing content for reporting in coordination with the Project Factory Team Leader.
- Contributes to Monthly Activity Planning of U-LEAD Regional Operations Unit and operational planning of the Programme.
- Coordinates the preparation and implementation of capacity building measures (comprehensive capacity development programs) for local government officials on administrative aspects of project management.
- Delivers consultations, trainings and other capacity development and experience dissemination activities for municipalities on project preparation and management with the focus on administrative aspects: personnel management, procurement, contracting, finances management, accounting, financial reporting.
- Contributes to coordination of initiatives and projects supported by the Programme and implemented by civil society organizations, other actors: support in contractual procedures, advice on project conceptualization, activities and budget, financial reporting, supervision of activities, monitoring of overall implementation of projects.
- Participates and contributes to the activities of the thematic working groups.
- Coordinates the work of short-term national experts (including quality check of agendas of events, presentation materials, reporting and other relevant documents);
- Implements results-based monitoring, evaluation and quality assurance of initiatives, activities and events of the Project Factory Team.
- Prepares communication events and materials within the area of responsibility, collects, finalizes and distributes best practices, lessons learnt and other informational materials.
- Ensures proper filing of documents according to the requirements of GIZ filing procedures in its Document Management System (DMS).
- Cooperates with other GIZ projects in project management areas as well as with the colleagues from the Project Factory Team as and when required.
- Ensures discreet behaviour vis-a-vis third parties in all internal matters.
- Communicates and reports regularly to the Project Factory Team Leader.
- Bachelor's Degree in the fields of management, public administration, finances, economics, or other relevant fields or equivalent.
- At least 2 years of experience in international technical assistance project management.
- At least 2 years of experience in project management dealing with administrative aspect.
- Good knowledge of the decentralization and relevant sector reforms.
- Strong organizational and planning skills.
- Team player capabilities with excellent communication skills.
- Strategic thinking and problem-solving skills.
- High degree of self-organization and motivation.
- Excellent command of Ukrainian and English.
- Good computer skills (MS Teams, Word, Excel, Powerpoint etc.).
- Ability to work under pressure and with tight deadlines, flexibility and ability to work with people of different professional and cultural backgrounds, result-orientation.
- Official employment (labour contract).
- Salary fixed in EUR, performance-related bonuses, and 13th salary.
