- Full compliance of ABR procurement activities with UN/UNDP rules, regulations, policies and strategies; implementation of the effective internal control.
- Faciliating the programme personnel in preparation of procurement plans for the portfolio and projects and their implementation monitoring.
- Organization of procurement processes including preparation and conduct of RFQs, ITBs or RFPs, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulations.
- Preparation of Purchase Orders and Contracts in and outside Quantum, preparation of Recurring Purchase orders for contracting of services, vendors' creation in Quantum.
- Preparation of submissions to the Contract, Asset and Procurement Committee (CAP), Regional Advisory Committee on Procurement (RACP) and Advisory Committee on Procurement (ACP).
- Management of the internal control system which ensures that Purchase orders are duly prepared. Timely corrective actions on POs with errors and other problems.
- Providing inputs to reports on procurement in the CO.
- Serving as a secretary of the tender procurement processes of the ABR procurement activities including: prepare all procurement documents, distribute and present relevant documentation to the members of the committee; coordinate procurement evaluation committee meetings; prepare procurement evaluation committee reports as well as maintain records of all documentation and reports.
- Review of Terms of Reference (TOR)/technical specifications/Statement of Work (SOW) according to UNDP regulations, required evaluation criteria and scoring and provide procurement related inputs before PU CO clearance.
- Maintain and improve the contract management system and ensure that accountability to donors and internal stakeholders is met.
- Implementation of e-tendering practices.
- Playing leading role in analysis and administration of ABR procurement cases in the online Procurement Plan to ensure accuracy and completeness of the information represented at Sharepoint.
- Review and clearance of documents related to Micro-purchase Canvass procedure.
- Contribute to conducting market research for the procurement cases of the relevant ABR projects.
- Providing procurement related guidance to the ABR, in close cooperation with CO Procurement Unit .
- Synthesis of lessons learnt and best practices in Procurement implemented in ABR procurement processes.

- Advanced university degree (Master's Degree or equivalent) in Procurement, Logistics, Management, Economics, Law, Business Administration, Public Administration, Engineering or other related areas is required or
- A first-level university degree (Bachelor's Degree)in the areas stated above, in combination with additional 2 years of relevant experience will be given due consideration in lieu of Master's Degree.
- CIPS level 3 is highly desirable for this position and candidates holding this level at the time of application will have a distinct advantage. If the desired certification is not available at the time of recruitment, it should be obtained within one year of recruitment. Candidates holding a CIPS certification at any level below at the time of application will have a proportionate advantage.
- Applicants with Master's degree (or equivalent) in a relevant field of study are not required to have professional work experience.
- Applicants with a Bachelor's degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at the national or international level in procurement/supply chain, logistics or related areas.
- Experience in handling of web-based management systems, such as ERP system.
- Experience in the management of procurement processes using procurement management / planning tools.
- Prior experience with a UN Agency or International Organization in the field of procurement.
- Experience in organizing complex procurement processes of different modalities (RFQs, ITBs or RFPs).
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and knowledge of automated procurement systems.
- Fluency in English and Ukrainian is required.
