In disaster, in hardship, in more than 40 countries around the world, we partner to put bold solutions into action - helping people triumph over adversity and build stronger communities from within.Now, and for the future.The Program / Department / Team (Program / Department Summary)Since July 2023, with support from the SDC and other donors, Mercy Corps (MC), in partnership with Helvetas Swiss Intercooperation, Right to Protection (R2P), and Joint Emergency Response for Ukraine (JERU led by Welthungerhilfe - WHH) have been implementing the «Ukraine Economic Resilience Programme» (ERP) which aims to stabilize livelihoods of IDPs and the conflict-affected population and reduce reliance on cash and in-kind support. ERP contributes to stabilization of livelihoods and improved resilience for IDPs and conflict-affected individuals. In line with direct investments to support self-employment opportunities, SME and agriculture sectors, ERP works as an adaptive response mechanism and adjusts programming according to ongoing analysis of the context and potentially changing needs.General Position Summary:SME Support Coordinator under ERP is responsible for implementation of SME support component of the program in Kyiv and Kyiv Oblast, Sumy, Kharkiv and Dnipropetrovsk Oblasts. He/She will coordinate the process of creation of employment opportunities for IDPs and conflict-affected population through supporting SME sector that was affected by the war, including selection of the SME beneficiaries, disbursement, monitoring and follow-up of the business grants, feasibility assessments of the business plans and evaluation of the economic impact of the funded initiatives. He/She at the same time should promote Mercy Corps values through various entry points in the program preserve staff moral and enthusiasm for the project work.Essential Responsibilities
  • Ensure smooth implementation of the SME support component of the program;
  • Lead the selection process of the SME support grants and provide feasibility assessments as required;
  • Identify the most appropriate projects by SMEs that are able to restore their activities and retain/create jobs;
  • Prepare and execute grant agreements with the partner SMEs, control utilization of the funds and retaining/creation of new jobs under the agreements signed;
  • Undertake regular monitoring of the funded SMEs and provide ongoing support to the program beneficiaries;
  • Identify the training needs of the project participants and engage in needs-based capacity building interventions;
  • Coordinate the implementation of the project activities related with SME support designated to the local implementing partner organization;
  • Liaise with local authorities as necessary;
  • Maintain good working relations within Mercy Corps and other organizations in responsibility;
  • Ensure the dissemination of information and information and awareness-raising activities to ensure the active participation of beneficiaries in the program;
  • Maintain an archiving system for the SME support component and ensure that supporting documentation is available;
  • Perform other tasks as requested by the management.
Strategy and planning
  • Collaborate with the ERP and Mercy Corps management to develop and implement strategic plans for support war-affected SMEs.
  • Prepare and manage reports on key performance indicators of the team.
Regional systems and support functions
  • Review and support adherence to Mercy Corps and donor policies and procedures in the implementation of business restoration grants.
  • Capture, document, and share best practices across program teams to improve quality and consistency in operations and activities.
  • Provide targeted support to Mercy Corps and Partners teams during activities and field visits.
Human Resources
  • Support Mercy Corps global and regional human resource initiatives, including safeguarding and talent development programs.
  • Promote staff access to high-quality learning opportunities, with a focus on developing national team members and strengthening leadership capacity.
  • Assist in the onboarding of new team members, ensuring they are effectively oriented to Mercy Corps' systems, procedures, and values.
Risk Management
  • Support risk management planning and implementation across the ERP program, with particular focus on the SME component.
  • Collaborate with program leadership to prepare for and respond to potential crises or disruptions that could impact program delivery.
  • Engage with internal audit processes to monitor compliance, track findings, and ensure timely implementation of recommendations.
  • Coordinate with Ethics and Assurance focal points at country and global levels to identify, analyze, and mitigate operational or compliance risks.
Safeguarding Responsibilities
  • Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
  • Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
  • Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options.
Supervisory Responsibility Senior Program OfficersAccountabilityReports Directly To: ERP Program ManagerWorks Directly With: Self-Employment Coordinator and team, Resilience Program Lead, PAQ team, UACAT team, Finance and Compliance Department, Partnerships team, Operations team, Safety & Security team, other program teamsAccountability to Participants and StakeholdersMercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.Minimum Qualifications & Transferable Skills
  • Advanced university degree in economics, public/business administration, or other related field;
  • Knowledge of resilience, early recovery and livelihoods interventions in Ukrainian context, good understanding of possible durable solutions for conflict-affected population;
  • At least 7 years of overall working experience, at least 3 years of work experience within an international humanitarian/development organization;
  • Experience in managing multi-functional teams;
  • Proven experience in working with IDPs and conflict-affected population;
  • Proven experience in management of grant-making programs and elaboration and implementation of the project tools and systems;
  • Good communication, presentation and reporting skills;
  • Practical understanding of the needs and concerns of the SME sector;
  • Full working proficiency in both oral and written English and Ukrainian (equally important);
  • Proficiency in Microsoft Office programs;
  • Internationally recognized qualification in project or program management or a commitment to obtain the qualification in the early months of work;
  • Small business / micro-finance / budget management qualification will be an advantage;
  • Power BI dashboards development will be an advantage;
  • Knowledge of Sphere standards and other training in humanitarian response preferred.
Success FactorsTo be successful in this role, we expect you to have a comprehensive understanding of the needs of IDPs and the conflict-affected population in Ukraine, along with a practical understanding of the needs, challenges, and opportunities of the private sector. You should demonstrate proven experience in livelihoods, economic recovery, and resilience programming, coupled with the ability to lead teams and supervise implementing partner organizations effectively.This position requires a systematic and solution-oriented approach to problem-solving, with a strong commitment to upholding and promoting Mercy Corps' values in all aspects of your work. You should be proactive in exploring and applying innovative tools and approaches to support SMEs, ensuring that program interventions are responsive to their evolving needs.Strong collaboration, adaptability, and communication skills are essential, as is the ability to maintain a high level of professionalism while navigating complex and rapidly changing contexts. Over time, the role will require continuous learning and flexibility, as well as a dedication to building sustainable impact through data-driven decision-making and teamwork.Living Conditions / Environmental ConditionsThe position is based in Dnipro and it requires up to 30% travel to support the program implementation, which may include travel to insecure locations where freedom of movement is limited and areas where amenities are limited.
