ZOA is an international humanitarian organization, based in the Netherlands, providing emergency relief to people who are affected by conflicts and natural disasters. In 2025, ZOA is operating in 12 countries.In March 2022 ZOA started an emergency response for IDPs in Zakarpattia in West-Ukraine. Later in 2022 ZOA expanded to Chernihiv Oblast, providing shelter and livelihood assistance and MPCA. In January 2023, ZOA started an emergency shelter program in Kherson Oblast, providing assistance for medium and light house repairs, emergency livelihood assistance and MPCA. In July 2023 ZOA opened a second office in Mykolaiv to expand the programme to Mykolaiv Oblast. ZOAs head office in Ukraine is in Kyiv.You can learn more about us on our websiteObjective of the positionThe Monitoring, Evaluation, Accountability and Learning Officer is responsible for implementation of ZOA monitoring and evaluation activities at community level throughout ZOA's programme areas. The main purpose of the position is to support ZOA Ukraine in conducting monitoring, evaluation, accountability and learning activities, ensuring accurate and timely reporting of data, the analysis and interpretation of that data into MEAL reports for internal management of the project, and the writing of numeric and narrative reports for the management.Main activitiesTasks, responsibilities:In close coordination with the MEAL coordinator, Manager of Programme Quality and the project team, the MEAL Officer will develop, review, and implement a project monitoring and evaluation framework.Programme QualityCollect data and information;Participate in MEAL activities in the field by conducting surveys, interviews and focus group discussions among (potential) ZOA beneficiariesSupervise and support surveyors (ZOA staff or enumerators) during data collection processes (assessments and PDMs)Support teams in the use of monitoring, evaluation, accountability and learning tools2. Monitor and evaluate overall programme progress towards achieving the planned goals and objectives,3. In close collaboration with the implementing partners, collects data against agreed-upon indicators;4. Develop and update the MEAL plan and MEAL calendar5. Participate in administrative and logistical planning, preparation and organisation of evaluation missions;6. Support partner organisations in the implementation of MEAL related activities;7. Maintain data storage platforms for ZOA (SharePoint);8. Ensure the ZOA Integrity Framework (Code Of Conduct, Reporting Complaints, Addressing Complaints) and Child Protection Policy are adhered to and implemented in all activities;9. Write qualitative and quantitative reports, lessons learned and case studies from the project's activities.10. Any other MEAL duty as may be assigned by the line manager.СompetenciesKnowledge / Experience
  • Bachelor in IT, Data Science or analytics, relevant field or proven work experience
Minimum working experience of 1-2 yearsGood technical skills in monitoring and evaluation and experience with both qualitative and quantitative data collection and analysisStrong data analysis skillsGood report writing skills.Excellent computer skills including Microsoft Excel, Access, Word, Outlook, and Power Point. Analytical and presentation software (Power BI, SPSS) will be an advantage.Experience in ODK or KOBO data collection tools.Fluency in Ukrainian & English language (writing and speaking)Skills
