DESCRIPTION OF THE ASSOCIATIONLa Chaine de l'Espoir is an international Non-Governmental Organization (NGO) founded in 1994. Its mission is to strengthen health systems to give everyone, especially children, the same chances of survival and development.We work in 28 countries with a comprehensive approach, focusing on children, mothers and disadvantaged communities:
  • Prevention and screening from an early age, particularly through school health programs.
  • Care and surgery, to meet the most urgent needs of children and their mothers.
  • Strengthening the medical and surgical workforce thanks to our international network of experts.
  • Construction and equipment of hospital structures adapted to local needs.
Since March 2022, La Chaine de l'Espoir (CDE) has been supporting the Ukrainian healthcare system, particularly in traumatology, pediatric cardiology, and maternal/child care. This includes medical and surgical support, donation of equipment, and training in coordination with Ukrainian authorities and international partners.MISSION CONTEXTIn the context of equipment donations, La Chaine de l'Espoir is committed to providing high-quality biomedical devices that are adapted to the specific needs of each hospital. To ensure this, prior assessments and close coordination with beneficiaries are essential. Beyond donating new equipment, CDE also aims to support hospitals in maintaining and reactivating existing devices to maximize their impact and ensure continuity of care.CDE is planning a new mission to:
  • Assess the need of partner hospitals
  • Assess the current state of donated biomedical equipment in multiple Ukrainian hospitals
  • Identify opportunities to restore, reinstall, or maintain underused equipment
  • Better understand systemic challenges and propose targeted interventions aligned with CDE's strategic priorities in trauma, pediatric cardiology, and neonatology.
OBJECTIVES OF THE MISSIONThe consultant will:
  • Assess donated biomedical equipment: quantity, quality, installation status, and usability
  • Evaluate maintenance needs and possibilities for reactivation
  • Identify gaps in training, compatibility, and installation affecting equipment usage
  • Support the prioritization of biomedical interventions in line with CDE's mission
MAIN ACTIVITIES
  • Conduct technical assessments in selected hospitals (Kyiv, Lviv, Kharkiv, Odessa, Dnipro, Chernihiv)
  • Identify unused or poorly used equipment and its potential for reactivation
  • Evaluate existing maintenance protocols and needs
  • Verify infrastructure compatibility and staff capacity for biomedical usage
  • Lead discussions with external Ukrainian suppliers and biomed contractors
  • Collaborate with local biomedical teams and health authorities
  • Collaborate with other NGOs and actors to build relationship with other key stakeholders
  • Report findings with technical recommendations
Expected Deliverables
  • Field visit reports and technical assessment of equipment conditions
  • Prioritized list of equipment to be reinstalled, maintained, or discarded
  • Assessment of local suppliers, contractor services and brands in Ukraine
  • Summary report identifying gaps, needs, and opportunities for intervention
  • Contribution to the strategic planning documents and proposals
PERSONAL REQUIREMENTSEducation: * Bachelor's or Master's degree in Biomedical Engineering or related fieldExperiences: * Minimum 3-5 years of experience in biomedical engineering, preferably in hospital settings
  • Prior experience with humanitarian or development NGOs is strongly preferred
  • Proven ability to assess and troubleshoot biomedical equipment in the field
  • Experience in training, equipment installation, and technical reporting
Skills and Competencies: * Strong technical diagnostic skills (installation, calibration, maintenance)
  • Familiarity with common biomedical devices: monitors, analyzers, imaging, etc.
  • Ability to work independently and in coordination with field teams
  • Knowledge of Ukrainian and excellent written and verbal communication skills in English
  • Strong adaptability and cultural sensitivity in conflict/post-conflict zones
Working Conditions and Logistics * Initial 3-5 month contract only
  • Ideally available to travel to other major cities in Ukraine
  • Travel and accommodation costs in Ukraine covered by CDE
  • Security protocols and field support provided
  • Salary to be defined based on profile and experience
