BackgroundFondazione l'Albero della Vita ETS - FADV - is an international humanitarian and development organization committed to delivering timely, effective, and accountable assistance to populations affected by conflict and crises. Since August 2022, FADV has been present in Ukraine, responding to the ongoing humanitarian crisis through multi-sectoral interventions, including education, humanitarian assistance, protection and health.Due to the ongoing conflict and humanitarian crisis in Ukraine, particularly in frontline areas such as Zaporizhzhia, the operational environment remains highly volatile. Ensuring the safety and security of staff, assets, and operations is a top priority. To this end, FADV is seeking a qualified Security Expert to support its mission in risk management, field security assessments, staff training, and crisis preparedness in Zaporizhzhia and surrounding areas, within a project financed by the Italian Agency for Cooperation and Development ( AICS).2. Purpose of the AssignmentThe Security Expert will provide technical support to the Country Office and field teams to enhance operational security, reduce exposure to threats, and enable safe program delivery, implement security protocols and ensuring the safety of personnel and operations in Zaporizhzhia and in the country. The role includes security risk assessments, situational analysis, staff training, protocols updating and drafting and security incident response coordination.3. Duties and ResponsibilitiesRisk ManagementConduct area-specific security risk assessments, including threat and vulnerability analysis for Zaporizhzhia and nearby operational areas.Develop, review, and update security management plans, standard operating procedures (SOPs), and contingency plans (evacuation, hibernation, relocation).Identify gaps in physical security (office, guesthouse, hotel) and propose actionable improvements.Provide security briefings and trainings to staff (international and national) on safety procedures, context awareness, and personal security.Conduct site assessments of office premises, guesthouses, warehouses, and field project locations to ensure adequate safety measures.Support crisis management efforts, including evacuation planning and incident response.Assist in ensuring compliance with minimum operating security standards or internal security framework.Monitoring & ReportingMonitor and analyze security developments and provide timely updates and recommendations.Maintain regular incident tracking and reporting mechanisms.Provide timely security alerts and contextual updates to the Project Coordinator /Head of Mission and relevant staff.Training & Capacity BuildingDeliver security briefings to incoming staff (international and national) and visitors.Facilitate security training sessions (e.g., personal safety, movement protocols, hostile environment awareness).Mentor and build the capacity of the national safety focal points and local security guards, where applicable.Coordination & RepresentationLiaise with local/regional authorities, UN security personnel, other NGOs, and relevant stakeholders to exchange security-related information.Liaise with Head of Mission, logistics, and program teams to ensure integrated security planning.4. DeliverablesInitial security risk assessment report for Zaporizhzhia region and Dnipro city (within the first 30 days).Updated and drafted security plan and SOPs.Monthly security situation reports and incident tracking.Record of completed security briefings and trainings.Final handover report with recommendations for future security management.5. Qualifications and ExperienceEssential:Minimum 3 years of progressive experience in security management roles, preferably with INGOs or humanitarian missions in conflict or post-conflict settings.Demonstrated experience in risk assessments, operational security planning, and staff training.Solid understanding of humanitarian principles, INGO operations, and duty of care.Strong understanding of the security context in Ukraine or similar operational environments.Ability to work independently in high-pressure environments.Good knowledge of English (spoken and written).Desirable:Previous experience working with humanitarian or development organizations and /or under AICS financed programPrevious experience engaging with INSO, UNDSS, or NGO security coordination mechanisms6. Work Conditions and LogisticsThe position will be based in Dnipro or Zaporizhzhia, with regular field travel in Zaporizhzha Oblast and other areas, as required.The Security Expert must adhere to internal safety protocols and may be required to work outside of standard office hours in case of emergencies.The candidate must be exempt from military service and have unrestricted freedom of movement within the territory.7.
