GPTech is seeking a Finance Manager to provide accounts payable and payroll support for the United States Agency for International Development (USAID) Ukraine Reconstruction Support (URS) program. USAID/Ukraine requires a broad array of professional architecture and engineering (A&E) services in support of the Mission's technical offices. Areas of support include agriculture, education, economic growth, export, passive protection, governance, and health. In particular, the Mission requires A&E services in support of critical infrastructure restoration projects in Ukraine with a focus on aiding Ukraine to recover and rebuild from Russia's unprovoked war.This is a full-time position located in GPTech's secure Podil, Kyiv, office. Our URS project follows a hybrid work schedule and requires the position to be in the office at least two days per week.Responsibilities:
  • Accounts Payable Management
  • Manage general ledger accounting, monthly closing, financial analysis, and monthly financial reports including reviewing accounts payable vouchers, reviewing expense reports and advances, and processing timely and accurate payments of vendor invoices.
  • Verify vendor setup, review, and approval to ensure accurate vendor information in the financial system.
  • Examine the vendor's contract and provide an overview of the procurement process.
  • Offer staff guidance on legal, tax, and technical accounting inquiries.
  • Ensure that accounts payable, payroll, advances, pre-paids, accruals, and fixed assets/accumulated depreciation accounts are reconciled monthly and comply with generally accepted accounting principles.
  • Reconcile corporate credit card accounts on a monthly basis in compliance with generally accepted accounting principles.
  • Process travel expenses within Ukraine.
  • Conduct budget and forecast overview.
  • Support external and internal audits.
  • Perform other related responsibilities and duties as assigned.
Payroll Management:
  • Review and approve payroll for the Ukraine field office before processing.
  • Prepare bi-monthly reports (e.g., gross payroll, hours worked, vacation accrual, tax deductions, benefit deductions) for GPTech management.
  • Ensure that staff salary deductions are applied correctly and remitted in a timely manner.
  • Maintain current knowledge of applicable labor laws.
  • Reconcile general ledger accounts related to payroll (e.g., tax payments, health, dental, and life insurance payments).
Qualifications:
  • Bachelor's degree in Accounting or related field with a minimum of 5 years' related experience or equivalent combination of education and experience
  • USAID experience highly desirable
  • Experience using Quickbooks® and advanced skills in Microsoft Excel
  • Preferred experience working with international organizations
  • Knowledge of the Federal Acquisition Regulations, travel regulations, procurement best practices, and International Financial Accounting Standards
  • Able to read, write, and speak English
  • Demonstrated ability to show initiative, solve problems, handle multiple tasks simultaneously, and remain calm under pressure
  • Demonstrated ability to work independently and prioritize and develop timelines and schedules
  • Strong communication skills, both verbal and written, with the ability to interact effectively and professionally with all levels of staff and management with varying degrees of financial knowledge
