- Coordinate and manage the electricity markets group within the electricity team: plan and assign tasks, monitor implementation, and ensure quality and reliability of outputs. As needed, manage consultants and subcontractors.
- Build and maintain effective partnerships with the Ministry of Energy, the regulator (NEURC), the Committee on Energy and Utilities of the Verkhovna Rada of Ukraine, the Market Operator, the Guaranteed Buyer, electricity producers, energy associations, Ukrenergo, distribution system operators, international donors, and other beneficiaries to align the electricity market reforms with national and EU objectives.
- Advise on electricity market design and policy implementation to help Ukraine fully integrate its market with those of neighboring European countries.
- Lead project activities to increase cross-border electricity trade with ENTSO-E, couple the electricity market with European markets, and join regional electricity balancing platforms (e.g., Picasso, Mari) by implementing the Electricity Integration Package
- Lead, in coordination with the legal & regulatory team, the drafting of primary and secondary legislation related to the electricity market and renewable energy development to address challenges and ensure compliance with the EU acquis.
- Propose ways to improve financial settlement in the organized electricity market and to address debt accumulation in the sector.
- Identify legal, technical, organizational, and economic gaps related to the electricity market and new private investments (and potential risks) and recommend solutions.
- Analyze global trends in renewable energy and assess the feasibility of applying various laws, existing and prospective models of support, technologies, and projects in Ukraine.
- Help develop policies, laws, and regulations to enable competitive renewable energy support schemes and promote market-based solutions, including green auctions.
- Develop amendments to laws and regulations to improve the efficiency of trade in electricity from renewable sources, including under corporate contracts, and the circulation of guarantees of origin.
- Lead activities to engage consumers in demand management and make the retail segment more efficient, including distributed energy sources, behind-the-meter storage facilities, demand response, and load profiling.
- Lead a team to create and carry out a roadmap toward competition in all electricity market segments, in consultation with national and international stakeholders.
- Support financial modeling and analysis of the electricity market, including the renewable energy support mechanism and the household public service obligation.
- Provide input during public consultations on laws and regulations.
- Contribute to capacity building on electricity market topics; help organize conferences and workshops targeting the electricity sector.
- Facilitate multi-stakeholder consultations, securing alignment and consensus among the parties involved in energy market reforms.
- Perform other duties as assigned
- University degree in electrical engineering, energy management, law, technical science, or related field
- At least seven (7) years of experience in Ukraine’s energy sector, with at least five (5) years in the electricity sector
- In-depth knowledge of Ukrainian primary and secondary electricity legislation, the relevant EU energy acquis, and the Electricity Integration Package
- Strong understanding of the challenges in the electricity market and renewable energy sector and ways to solve them
- Experience working with high-level stakeholders, including the Verkhovna Rada, the Government of Ukraine, international partners, and the business community
- Proven ability to build consensus and facilitate discussions among diverse stakeholders, securing agreement on critical legislative priorities
- Strong management, organization, and analytical skills; experience working with detailed technical data and reports
- Experience designing and analyzing energy policies/strategies and their implementation
- Understanding of current worldwide trends and practices in electricity markets and renewable energy
- Good writing and communication skills, including the ability to communicate complex information and deliver verbal and written messages effectively
- Fluency (speaking, listening, writing, reading) in English and Ukrainian
- Advanced proficiency in the Microsoft Office suite: Word, Excel, PowerPoint, Teams
- Experience on similar international projects on electricity market reform and development
- Experience in working in government entities such as the Ministry of Energy, NEURC, etc.
