For the purpose of the vacancy, internal candidates are considered as first-tier candidates.Context:Under the overall supervision of the Chief of Mission and Senior Programme Coordinator (MSD) and direct supervision of the National Project Officer (Livelihood), in collaboration with relevant units including the Cash-Based Initiatives and Housing/Shelter, the successful candidate will be responsible and accountable for supporting the implementation of operational activities, including planning, monitoring and implementation of the livelihood and sustenance activities in relevant areas of operations.Core Functions / Responsibilities: * As the focal person of all livelihood activities in Dnipro, lead the implementation of all related activities by coordinating with the other relevant support units of IOM (logistics, procurement, finance, M&E, and PI) to maintain the coherence of logistical, administrative, and technical arrangements of all steps and activities of the program components.
  • Lead the implementation of required assessments (needs, beneficiary, market assessments) among Internally Displaced Persons (IDPs) and host communities to identify livelihood opportunities to identify suitable income-generating activities
  • Coordinate beneficiary selection along with the implementing partner based on the established criteria leading to a tailored response to the needs of individuals
  • Undertake monitoring visits to field locations to monitor the assistance being provided is aligned to the individual's needs consolidating through assessments.
  • Document the potential sustenance grants for assessment, in line with the needs in the agriculture sector as well as in urban context to formulate responses best suited to the affected population.
  • Supervise the Project Assistants by guiding them and building their capacity in order to facilitate the delivery of high-quality outputs.
  • Assist the PM in improving existing tools of the projects and developing new ones when required.
  • Support the PM in identifying partners and creating opportunities for joint action with other programmatic areas of IOM (shelter, WASH, MHPSS), local authorities, and other humanitarian organizations working within the sector.
  • Maintain strong coordination with all the relevant stakeholders (government agencies, local authorities, (I)NGOs, UN agencies, chambers, and private sector actors) in the field of Livelihood in Dnipro. Participate in coordination meetings (working group and inter-agency meetings) and meetings with local authorities, and governmental officers with regard to livelihood-related topics.
  • Report to the PM and Field Coordinator about projects, provide inputs for reports.
Perform such other duties as may be assigned.Required Qualifications and ExperienceEducation
  • High school degree or equivalent with six years of relevant working experience.
OR
  • Bachelor's Degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with four years of relevant professional experience.
Experience
  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations.
  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups.
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organizations in a multi-cultural setting is an advantage.
  • In-depth knowledge of the broad range of response-related subjects, food security, livelihood and sustenance.
  • Knowledge of UN and bilateral donor programming.
  • Experience in programme implementation.
  • Knowledge of livelihood concept and process.
