The project is designed to support defence reforms in Ukraine with a view to making the sector more efficient and accountable.About the Work: Pillar Lead will provide advice and expertise to support priority reforms focused on learning, efficient and transparent defence procurement, human resources, medical assistance, IT/digitisation, cybersecurity, and defence governance.Key Responsibilities: - Provide overall strategic leadership and ensure alignment of project activities with donor expectations and reform priorities.
- Oversee the implementation of the full project cycle, including planning, execution, monitoring, and closure.
- Oversee the development of detailed project work plans and implementation schedules.
- Liaise regularly with donors, government stakeholders, implementing partners, and internal departments to ensure coordinated action as needed.
- Oversee risk management and mitigation planning.
- Support monitoring and evaluation by ensuring data collection mechanisms are functional and relevant indicators are tracked.
- Ensure compliance with donor, organisational, and national regulations and standards.
- Prepare and deliver comprehensive progress reports and presentations.
- If requested, assist in consultations on project setup and implementation within the MoD.
- Monitor project progress and handle any issues that arise.
Deliverables - Detailed project plan and schedule, outlining all phases, key activities, milestones and deadlines.
- Regular project status reports and updates on implementation status, risks, and achievements.
- Stakeholder engagement plan and records of coordination meetings.
- Strategic briefs and technical notes, including recommendations, lessons learned, or reform inputs tailored to key stakeholders and partners as needed.
- Comprehensive project documentation encompassing scope, resources, timelines, and budgets.
- Monitoring and evaluation inputs and performance tracking.
- Effective risk management plans and mitigation strategies.
- Final project report, including lessons learned and recommendations for future projects.
Required Qualifications: - At least Master's Degree in business or a related field of study.
- At least three years of experience in project management.
- Proficiency in project management.
- Fluency in English, both written and spoken.
- Proven excellent analytical, report writing, and organisational skills.
- Excellent research, report writing, and documentation skills.
- Excellent presentation, oral, and written communication skills.
- Good interpersonal skills including good coordination and effective working relations with stakeholders.
- Excellent planning and time management skills.
- Proficiency in the use of the Microsoft Office suite of applications.
