Опис вакансіїENGLISH VERSIONRisk & Quality Assurance Officer - «IMPACT»Duty Station: DniproDuration: 5 months (with possibility of extension)Start Date: 1 May 2026Reports to: Project & Consortium Unit ManagerLocation of Activities: MultipleAuthority: Within delegated authority, the Officer may request documentation and clarifications from project teams and partners, conduct compliance checks and file reviews, propose risk ratings and mitigation measures, escalate major irregularities, and track corrective actions.BackgroundFollowing the escalation of the war in Ukraine, frontline and recently affected communities continue to face severe humanitarian needs due to hostilities, displacement, and infrastructure damage.The IMPACT initiative delivers integrated, multisectoral assistance (cash, health, protection, WASH, food) across high-severity regions through a national NGO consortium, prioritizing last-mile delivery and continuity of critical services in insecure environments.Purpose of the RoleThe Risk & Quality Assurance Officer ensures robust risk management, compliance, and quality assurance across consortium implementation.The role is responsible for maintaining the risk register, tracking mitigation actions, managing early warning/red-flag systems, conducting compliance reviews and audits, supporting investigations, and ensuring adherence to donor requirements, humanitarian principles, and internal policies.This function safeguards the integrity, accountability, and quality of project implementation in a complex multi-partner emergency response.Role PositioningThe position is embedded within the Project & Consortium Management Unit and acts as an independent control and assurance function.It works across all partners and project teams, focusing on oversight, risk detection, and corrective action rather than direct implementation.Scope of ResponsibilityThe role covers a high-value grant implemented by a multi-partner consortium in volatile frontline contexts, including interventions in cash, health, food, WASH, protection, and institutional support.It requires continuous oversight of operational, financial, compliance, and safeguarding risks.Key ResponsibilitiesRisk ManagementMaintain and update the risk register, ensure proper risk categorization, track mitigation measures, and escalate critical risks in a timely manner.Red-Flag & Early Warning SystemsDevelop and manage systems to detect irregularities (e.g., data inconsistencies, duplicate beneficiaries, financial anomalies, documentation gaps).Analyze trends, distinguish systemic risks, and ensure timely follow-up.Compliance & Assurance ReviewsConduct audits, spot checks, and documentation reviews to verify compliance with donor requirements, SOPs, and internal procedures.Prepare reports with findings and corrective actions.Fraud Risk & Internal ControlsMonitor risks related to fraud, diversion, and misuse of resources.Assess effectiveness of internal controls and recommend improvements.Investigations & Case ManagementSupport or conduct internal investigations into irregularities, ensuring proper documentation, confidentiality, and coordination with relevant departments.Quality AssuranceReview the quality and completeness of project documentation and reporting, ensuring traceability and donor compliance.Monitoring & Data UseAnalyze monitoring, feedback, and complaints data (MEAL/AAP) to identify risks and inform decision-making.Partner SupportStrengthen partner capacity in compliance, risk management, and documentation standards.Reporting & Management SupportPrepare risk summaries, dashboards, and updates;
