1. BackgroundDuring the course of 2024, Ukrainian authorities have announced mandatory evacuations due to intensifiedoffensives by the Russian Armed Forces, including shelling and aerial attacks against frontline settlements. Civiliansface immediate threats from advancing forces, and without coordinated evacuation efforts, their safety is at severerisk. This trend is expected to continue as hostilities escalate in the foreseeable future. As per UN OCHA ProtectionCluster partners' assessments, over 500,000 people in frontline regions remain in need of transportation and basicservices support. Despite a growing need, financial resources for local Non-Governmental Organizations or CivilSociety Organizations supporting evacuation operations are dwindling, creating a dangerous disconnect with theurgency of the situation.Team4UA adopts a holistic approach to fill existing gaps in the evacuation from conflict zones along Ukraine'sfrontline areas to IDPs relocation in safer reception regions. The “Emergency Assistance and Support toEvacuations” (EASE) and the "Assistance for Collective Centers and Essential Support Services" (ACCESS) projects,coordinated by Team4UA as TERA Consortium Lead, ensure that civilians from high-risk areas are safely transportedto secure locations before receiving essential support services and inclusive temporary accommodation.2. Position OverviewA successful Monitoring and Evaluation Officer will have strong analytical and organizational skills, ensuring high-quality data collection, analysis, and reporting. They should be detail-oriented and capable of following establishedM&E policies and procedures while contributing to continuous improvements in monitoring. The Monitoring and Evaluation Officer must be proactive, adaptable, and capable of working in a fast-paced, multi-regional context. TheMonitoring and Evaluation Officer will provide support to monitoring and evaluation team, conduct monitoringvisits. Under the Monitoring and Evaluation Manager supervision, the Monitoring and Evaluation Officer will beresponsible for supporting the effective design and implementation of monitoring, evaluation, accountability, andlearning systems. The Officer will ensure that program data is accurately collected, analyzed, and reported tosupport learning, accountability, and evidence-based decision-making.3. Key ResponsibilitiesА.System Set up & Implementation:

Assist in developing M&E tools.
Support the implementation of monitoring plansto track project progress.
Ensure M&E activities comply with donor and organizational requirements.

B.Data Collection & Management:

Manage data collection tools, if needed collect data through surveys, focus groupdiscussions, and interviews.
Oversee and support data collection processes in the field, ensuring accuracy,consistency, and timeliness.
Maintain an organized and secure database for project-related information, ensureproper data entry, cleaning, validation, and storage.

C.Data Analysis & Reporting:

Support the preparation/validation of periodic reports.
Assist in compiling donorreports.
Analyze quantitative and qualitative data to assess progress and impact.
Provide timely feedback toprogram teams based on findings.

D.Field Monitoring & Assessments:

Conduct field visits to assess project implementation and data accuracy.
Conductinterviews and focus groups during the visits.

E.Capacity Building & Learning:

Assist in facilitating learning sessions to improve project effectiveness.
Supportknowledge-sharing initiatives within the organization and partners.

F.Coordination & Compliance:

Collaborate with program teams, partners, and stakeholders on M&E activities.
Ensureadherence to ethical standards in data collection and reporting.
Support audits, external evaluations, and otherquality assurance initiatives.

4. Qualifications and Experience

Minimum of 2 years of relevant experience.
Bachelor's or Master's degree in Social Sciences, Statistics, Economics, Development Studies, or arelated field.
Experience managing M&E and activities funded by institutional donors (USAID, FCDO, SIDA, etc.)and/or UN agencies in NGOs is preferred.
Understanding of both qualitative and quantitative M&E methods.
Familiarity with the MS Office software (Word and PowerPoint) is required.
Proficiency in Excel and M&E software/tools (e.g., Power BI, SPSS, KoboToolbox, etc.).
Experience in designing surveys, conducting data analysis, and producing high-quality reports.
Experience in conducting monitoring visits.
Experience in conducting interviews and focus groups.Possess the ability to utilize lessons learned for the continuous improvement of programimplementation.
Strong analytical, communication and problem-solving skills.? Ability to work independently and as part of a team, meet deadlines, and manage multiple priorities.
Proficiency in English (Intermediate level or above) and fluency in Ukrainian required.

5.Success FactorsA successful candidate will demonstrate strong communication skills and the ability to collaborate effectively withteam members and stakeholders in diverse work environments. The candidate should be detail-oriented, able tofollow procedures, and meet deadlines while maintaining flexibility and creativity in problem-solving.6. Duration and Duty StationDuration: 6 months (with possibility of extension subject to funding).The position will be based in Kyiv, Lviv or Dnipro with the option for remote work. Opportunities for business tripsin various locations for project activities monitoring and evaluation are available but not mandatory.Team4UA team members represent the organization both during and outside work hours when deployed on abusiness trip. Team members are expected to conduct themselves in a professional manner and respect Ukrainianlaws, customs and Team4UA's policies, procedures, and values at all times.7. Reservation: In accordance with Ukrainian legislation and subject to organizational eligibility, the position may be eligible for staff reservation (military deferment).
