Together we can reinforce a culture of respect, integrity, accountability, and transparency.Program Development Manager plays a pivotal role in crafting compelling proposals for projects spanning health, protection, livelihoods, recovery, and direct humanitarian aid, including Water, Sanitation and Hygiene (WASH), Shelter/Non-Food Items (NFIs), and other vital areas.The Program Development Manager ensures that all program decisions are well informed and adjusted to the up-to-date context. Provides operational support in the private funded programs of Project HOPE, is responsible for collecting information and data necessary for programs concepts development and reports preparation for private donors and PH senior management, collects and analyzes external reports, information disseminated on humanitarian coordination meetings and information from relevant government bodies which can help improve programs decision-making. [Travel required up to 50% of the timeMain Responsibilities:
  • Writing project proposals in the areas of Health, Protection, Livelihoods, Recovery, Direct Humanitarian Aid (WASH, Shelter/NFIs)
  • Research and identify funding prospects for Project HOPE to inform when best to make approaches.
  • Research and identify Institutional Donors
  • Research, monitor and evaluate issues that are of interest to donors.
  • Research of current legal and legislative structure that regulates problems and topics of the Donor calls for proposals.
  • Provide strategic and proactive proposal writing expertise to Project HOPE members.
  • Write high quality concept notes and full grant applications which are effective in securing funds from governmental and private donor.
  • Maintain currency of knowledge of grant funding policies, regulations and procedures, disseminate and/or present changes to departments and advise on the implementation of changes and on the impact of changes on funded operations.
  • Learns the requirements of private Donors and provides narrative reports according to the requirements.
  • Actively participates in external coordination meetings and briefings, summarizes discussion points relevant to Program developments.
  • Build strong relationships with potential supporters, ensuring the maximum likelihood of success.
  • Foster a collaborative working environment among project staff, partners, and stakeholders to maximize program impact and sustainability.
  • Lead the development of program strategies, objectives, and work plans in alignment with the organization's mission and goals.
  • Conduct thorough needs assessments and stakeholder consultations to identify program priorities and target populations.
  • Ensure that programs are designed to address identified needs and are based on evidence-based practices and principles.
  • Attend, upon delegation, coordination meetings on behalf of the organization, gather and share information, develop and nurture contacts within donors, government, and other NGOs (non-governmental organizations) as appropriate
  • Maintain frequent communication with Program Staff and Sub-Grantees to ensure program activities and objectives are communicated; Work with all relevant staff to ensure the coordination of programs supplies are within budgeted targets;
Educational background:Bachelor's degree in directly relevant area required, Master's degree preferred, additional health background will be an asset, successful experience of USAID, ECHO, GIZ, FCDO funded proposal writing is preferredExperience:
  • 3−5 years of relevant experience is required. Experience in working and negotiating with Corporate Donors and International Charitable Foundations is highly desirable
IT Technical Skills:
  • Project management skills.
  • Proficiency with MS Word and Excel (advanced skills).
  • Proficiency with computers both in word processing and data gathering spreadsheet programs, with presentation and report writing capability.
Language Skills :
  • Ukrainian - fluent
  • Russian - fluent
  • Fluency in English and excellent writing skills are required. Minimum English requirement: B2/C1
