Applications are open to Ukrainian nationals only.BackgroundCaritas Switzerland is one of the leading Swiss NGOs in the field of poverty reduction in Switzerland and abroad. International Cooperation programs focus on humanitarian aid, income generation, climate change, and migration. Within the Ukraine Country Programme, Caritas Switzerland implements its response through local partners, embracing a localization approach and focusing on delivering technical value to project management.Caritas Switzerland established its Ukraine Country Program (UCP) in the first days after Russia’s invasion of Ukraine in February 2022. Caritas Switzerland’s UCP focuses on response within Ukraine, and works through our Caritas partners in Ukraine – Caritas Spes and Caritas Ukraine – taking the localization of aid approach in its response, and focuses on bringing technical value-added, especially in the fields of protection, MHPSS, shelter, livelihoods, and technical capacity-building.The current humanitarian portfolio includes two multi-sectoral projects in Eastern and Southern Ukraine, set to conclude in the coming months, with anticipated follow-up projects focused on a shelter and social housing pilot in Dnipropetrovsk and a protection and MHPSS project in the South, pending funding confirmation.PurposeThe Humanitarian Programme Coordinator will ensure the successful delivery of the assigned project portfolio by supporting and monitoring project partners throughout all project cycle stages, ensuring overall quality with the support of the CACH technical team. The initial focus will be on the closeout and reporting of current projects and the effective start-up of the anticipated new projects.KEY RESPONSIBILITIES1.Project Management
  • Develop partner contracts for assigned projects – based on CACH procedures and requirements.
  • Oversee the development of project start-up and implementation plans, tools or processes – in close collaboration with project partners.
  • Monitor the project’s progress towards its objectives. Provide support, advice and feedback to help the project achieve its objective. Host project coordination meetings with partner project management teams.
  • Monitor partner expenditure to ensure efficient use of funds in compliance with CACH and donor requirements, adjusting budgets as necessary.
  • Prepare detailed reports and facilitate project review meetings.
2.Monitoring and Evaluation
  • Carry out project monitoring visits.
  • Collaborate with the CACH MEAL Advisor and partners to develop and oversee MEAL frameworks and implementation.
  • Help facilitate external project evaluations.
  • Facilitate project review and learning exercises and ensure documentation of lessons learned, particularly for pilot initiatives.
  • Evaluate the impact of the project and contribute to the development of new initiatives
  • Monitor the project progress and quality to ensure that the project meets its objectives on time and within budget.
  • Proactively Identify risks and mitigation strategies
3.Partner capacity development support
  • Coordinate the provision of technical support, from CACH technical advisors, for project partners. This may include a process of identifying support needs, developing plans, and overseeing their delivery.
  • Provide direct guidance and capacity development support – in line with project and partner priorities.
4.Grants & New Project Development
  • Contribute to, or lead, project design and proposal development processes – in line with CACH, donor, partner priorities.
  • Lead project modification and donor reporting processes for the assigned portfolio of grants.
5.Other Duties
  • Participate in relevant cluster meetings or other coordination or information mechanisms as necessary, feeding key information back to the programmes team.
  • Ensure project files are up to date
Mode of Cooperation and DeliverablesThe Humanitarian Programme Coordinator will agree on work plans with the superior monthly and quarterly. He/she will be requested to keep the line manager informed about activities undertaken and progress made.Competencies and Qualifications1. Education
  • A minimum of a bachelor’s degree
  • Certification in Project Management is highly desired (eg. PMP or PRINCE2).
2.Professional Experience
  • At least seven years of relevant project/progamme management experience –Strong preference for experience in humanitarian programming within Ukraine.
  • At least three years of experience working in INGOs/NGOs/CSOs in Ukraine or abroad in humanitarian or development sector
  • Proven track record of successfully managing large-scale projects in Ukraine funded by international donors/organisations
  • Demonstrated experience in project proposal writing, planning, M&E, and implementation phases, with proven experience in managing funds from various donors
  • Experience and knowledge of effective financial and budgetary control and managing grants through coordination with local partners
3.Skills and Competencies
  • Strong leadership and relationship management skills. Ability to adapt to and work effectively with diverse set of organisations and people.
  • Excellent analytical, strategic thinking, and problem-solving skills to navigate complex project challenges.
  • Proficient in project planning, budget management, and monitoring and evaluation, ensuring project deliverables align with goals and objectives.
  • Building and maintaining effective relationships with teams, colleagues, members and external partners.
  • Effective communication and stakeholder engagement skills to liaise with various partners, including government officials, and international donors.
  • Excellent experience facilitating and encouraging effective team communication and team working spirit, as well as writing project reports and status updates.
  • Ability to plan and manage time, multi-task and delegate tasks.
  • Able to work in unstable, rapidly changing, and insecure environment.
  • Strong writing and presentation skills.
DesirableKnowledge of Excel, PowerBI, Kobo Toolbox, Tableau and other IM platforms.4.Contextual knowledge and vision
  • Deep understanding and knowledge of the Ukrainian context, particularly dynamics affecting IDPs, returnees, and host communities.
  • Familiarity with the technical sectors – MHPSS, protection, and shelter/housing.
  • Ability to adapt strategies in rapidly changing environment and offer solutions.
5.Language requirement
  • Native level written and spoken Ukrainian.
  • Excellent written and spoken English.
