- Provide legal analysis and guidance on national legislation, bylaws, and regulations relevant to WSS's infrastructure recovery, public investment, corporatization of water utilities, etc.
- Draft, review, and provide legal opinions on contracts, memoranda of understanding, interagency agreements, and other legal documents.
- Support the harmonization of Ukrainian laws with EU directives and international standards in the context of WSS sector's post-war recovery and EU accession.
- Assist in the development or revision of legal and regulatory frameworks governing WSS sector.
- Ensure that project implementation processes are legally compliant, particularly regarding procurement, licensing, and permitting procedures.
- Provide legal support to working groups, inter-ministerial platforms, and consultations with stakeholders.
- Legal reviews, opinions, and memoranda on draft laws, regulations, and strategic documents.
- Updated templates and model documents for contracts, agreements, and legal procedures.
- Proposals for legal amendments or legislative initiatives to support recovery processes.
- Analytical reports on gaps, inconsistencies, or barriers in the current legal framework.
- Inputs to legal chapters of project proposals, feasibility studies, or investment documents.
- Presentations and legal briefings for the Ministry and stakeholders.
- Legal risk assessments and recommendations for project implementation or reform areas.
- A Master's degree or equivalent in Law, Public Administration, or a closely related field.
- Specialisation in housing management, public services, or regulatory policy will be considered an asset.
- At least 5 years of proven professional legal experience, preferably in areas related to housing management, utility services, or public service delivery.
- Experience in drafting or amending legal and regulatory documents.
- Previous collaboration with public institutions or local governments, including participation in working groups, consultations, or regulatory development.
- Practical experience in regulatory impact assessments or legal analysis related to multi-apartment building management is desirable.
- Experience in judicial practice in the relevant sectors (e.g., housing, utilities) will be considered an advantage.
- Experience in the housing and utilities sector or similar contexts is highly desirable.
- Previous work with the UN and Donors agencies, international organisations, or development banks is an asset.
- Strong legal drafting and analytical skills, including the ability to work with large volumes of legislative documents.
- High level of attention to detail, accountability, and problem-solving.
- Strong interpersonal and communication skills, with the ability to interact with multiple stakeholders, including government agencies.
- Excellent organisational and time management skills, with the ability to meet deadlines and manage multiple tasks simultaneously.
- Demonstrated ability to work effectively both independently and in a team setting.
- Excellent English and Ukrainian writing, communication and presentation skills are required.
- This position will be based in Kyiv
- Travel to program areas is required, sometimes to remote and challenging environments.
- Ability to work in physically demanding conditions, if required by the context.
- Ability to travel frequently and for extended periods.
