Опис вакансіїTo send your CV and to respond to the vacancy, please fill inINTERSOS Ukraine is a subdivision of the international humanitarian organization INTERSOS.We provide support to victims of emergencies, armed conflicts and natural disasters with particular attention to the most vulnerable categories: children, women, elderly people, displaces persons, who were forced to flee their homes and moved to safer places and also to those who cannot leave the dangerous regions and are under constant threat.INTERSOS teams are present in Odesa, Dnipro, Kharkiv, Kyiv and expand their activities in Mykolayiv and Kherson.INTERSOS Ukraine provides economic, humanitarian and medical aid, psychological support, organizes educational activities, gives medicines and equipment to the hospitals, provides shelter and ensures basic human needs. During one year of our work in Ukraine we provided support to more than 100 000 people. 75 000 of them received aid in the sphere of protection, prevention and emergency care. 3 000 medical consultations were carried out in remote regions, which are not covered by the official heath care system. 49 medical institutions received medicines, medical devices and equipment.We are opening a vacancy of the Partnership Manager in Odesa

The job description is mandatory for all positions within INTERSOS and shall be signed by the employee within the first week of employmentMain PurposeThe Partnership Manager will be responsible for delivering a strategic framework and systems to strengthen INTERSOS partnership working mechanisms with local NGOs implementing INTERSOS projects in Ukraine.Working in close coordination with the Liaison Officer, the programme department, MEAL and Finance colleagues to engage and support partners, the Partnership Manager will play a lead role in strengthening INTERSOS' approaches to partnership, building on INTERSOS' localisation strategy and partnership principles.The Partnership Manager will map and identify new partnership opportunities, assess partners' capacities, support the development of joint action plans and adapted tools, facilitate / deliver relevant capacity strengthening support, ensure ongoing support to the partner organization throughout the program implementation, and document best practices / lessons learnt.Reporting to:Hierarchical: Program CoordinatorFunctional: Localization AdvisorTasksPartnership Strategy & Representation:
  • Review, upgrade, and lead the implementation of the INTERSOS partnership strategy in Ukraine, using the INTERSOS' localisation strategy and partnership principles as a base of work, including the specificities of Ukraine context.
  • Lead the mission in developing systematic approaches to selecting partners, and in identifying and pursuing strategic partnerships. Undertake the review and use of the initial risk and capacity assessment of the partners.
  • Participate in any Partnership Working Groups and discussions that will support the development and operationalisation of the partnership strategy, minimizing risk of duplicating capacity strengthening efforts.
  • Stay abreast of current trends in partnerships and share learning with INTERSOS Head of Mission and other colleagues, as well as linking with the INTERSOS Localisation Advisor.
  • Support the consolidation of the INTERSOS global Localisation Strategy from the Country experience.
Implementation, reporting, and quality control
  • Work across INTERSOS departments to develop systems and policies that are supportive of the Partnership Strategy in Ukraine and ensure periodic review once they are in place.
  • Help ensure partners' involvement in strategic planning, program design and proposal/concept paper development.
  • Work with INTERSOS SMT team to ensure that partnership tools and financial standards meet donor requirements and advocate internally for adaptation and flexibility, as needed.
  • Work with finance teams, to ensure the timely payment of partner installments, review of partner reports, and the close out of partner sub-grants.
  • Organize yearly external financial audits for INTERSOS Ukraine mission's local NGO partners.
  • Develop, in direct collaboration with the INTERSOS MEAL Manager, the management and monitoring systems in regard to partner programming.
  • Define a standard framework of roles and responsibilities among various INTERSOS departments and with partners for effective communication and engagement.
  • Organize monthly partner review meetings with representation from partner and relevant INTERSOS operations and program staff to discuss progress, roles, responsibilities, expectations, communication between the organizations, any conflict of policies, any areas of concern and future planning.
  • Establish and maintain a partnership database that maps out partner capacity, influence, and strategic alignment.
  • Analyze results of on-going partnerships, remote management, and results on the ground to produce lessons learnt and inform strategic decision-making.
Partners' Capacity Development:
  • Promote relationships of mutual respect and mutual learning with partners and provide guidance to relevant staff on balancing between holding partners accountable while supporting them.
  • Convene project / grant opening meetings with partners when new grants are awarded, involving INTERSOS program staff and field staff.
  • Assist partner management to monitor outputs against activity plans and budgets and timeframes. Assist partner to strategize ways to ensure program delivery meets targets and to support their own organizational development towards operating as fully fledged NGOs.
  • Keep track of relevant technical, operational, finance, HR, or grants issues to ensure continuous
  • support and involvement at all stages of the program cycle.
  • Conduct periodic internal partnership audits to check on consistent application of core partnership strategy across projects and programs.
  • Establish and orient staff and partners on principles of partnership and partnership management; facilitate on-boarding of new partners; build capacity of INTERSOS staff to effectively work with partners.
  • Develop a system for accountability towards partners where INTERSOS regularly seeks feedback from partners on its strategies and plans.
  • Facilitate partners' feedback on their partnership with INTERSOS and work with relevant departments to address feedback.
  • Other duties as assigned.
RequirementsEducation
  • University graduate in international relations, Social Sciences, project management and development, or any other relevant field.
Professional experience
  • At least five years of experience in the development / humanitarian sector in Ukraine.
  • Previous experience working in a humanitarian organization would be an asset.
Professional requirements
  • Essential computer literacy (word, excel and internet)
  • Good skills and experience in all aspects of programme cycle management - design and development, implementation, and monitoring & evaluation, reporting.
  • Sound understanding of remote management / monitoring practices is an asset.
  • Experience in organizational capacity development, training, mentoring, and coaching.
  • Excellent training facilitation and capacity strengthening skills.
