DeliverablesMethods to carry out the activity: The consultant will apply the following methods to deliver the assignment:
  • Conduct desk reviews of policies, strategies, and analytical frameworks related to health sector capital investment planning and prioritization;
  • Collect, document, analyze, and synthesize relevant datasets related to provider capacity, service availability, and health system performance;
  • Support the development of analytical frameworks, indicators, and datasets used within the capital investment prioritization tool;
  • Prepare technical documentation, analytical summaries, and visualizations to support policy dialogue and decision-making;
  • Participate in technical meetings and discussions with WHO, national stakeholders, and development partners.
Outputs and tasksUnder the supervision of the WHO Health Financing Technical Officer, the consultant will:
  • Support development of analytical indicators and methodologies used to assess capital investment proposals across priority health service areas.
  • Conduct data analysis using available datasets from NHSU, demographic sources, and other relevant databases to support the prioritization framework.
  • Provide analytical inputs to the development and testing of the Health Sector Capital Investment Prioritization Tool.
  • Contribute to the development of governance and operational processes supporting capital investment planning and prioritization.
  • Support preparation of technical presentations, analytical briefs, and policy materials related to capital investment prioritization.
  • Participate in technical meetings and consultations with national stakeholders and development partners.

Technical inputs provided to support development of analytical indicators and methodologies used in the health sector capital investment prioritization framework.Deliverable 2. Data analysis conducted and datasets prepared to support the operationalization and testing of the capital investment prioritization tool.Deliverable 3. Technical documentation and analytical summaries prepared to support the implementation of the prioritization tool and related policy dialogue.Deliverable 4. Technical inputs provided to support development of governance and operational processes for health sector capital investment planning and prioritization.Qualifications, experience, skills and languagesEducational QualificationsEssential: Bachelor's degree in economics, public health, health policy, public administration, data science, or another relevant field.ExperienceEssential: At least two years of relevant professional experience at national level in health systems analysis, health policy, health economics, capital investments or a related field.Desirable:
  • Experience working with health system data, indicators, or analytical frameworks;
  • Experience supporting analytical work related to health sector planning or public investment;
  • Experience working with or within the Ministry of Health of Ukraine, the National Health Service of Ukraine, or international organizations.
Skills / KnowledgeEssential:
  • Strong analytical and quantitative skills;
  • Ability to analyze and interpret datasets and translate findings into policy-relevant insights;
  • Strong written communication skills in English and Ukrainian;
  • Ability to work collaboratively in a team and deliver outputs under tight deadlines.
Desirable:
  • Knowledge of Ukraine's health system and ongoing health sector reforms;
  • Experience with data analysis and visualization tools (e.g. Excel, R, Python, Power BI, Tableau or similar);
  • Experience working with health administrative data or health information systems.
