The Norwegian Refugee Council (NRC) is strengthening and scaling up its presence in North-East Ukraine, transitioning from its current Kharkiv Field Office to an Area Office covering the Kharkiv and Sumska oblasts. The North-East Area Office will lead a growing multi-sector programme, including Shelter, Information Counselling and Legal Assistance (ICLA), Protection from Violence, Education, and emergency response, primarily through cash assistance.NRC is therefore seeking a dynamic Emergency Response Coordinator to lead rapid responses to emerging humanitarian needs. With a strong focus on multipurpose cash assistance, the role will ensure timely and flexible support to people affected by conflict-related shocks, including evacuation, while working closely with other core competency teams to ensure integrated responses.As NRC continues to scale up assistance through partnerships with local organisations, including in cash programming, the Emergency Response Coordinator will play a key role in supporting and working with local partners throughout the cash programme cycle.The expected start date for this position is May 2026 with a duty station in Kharkiv.Responsibilities:General Responsibilities and TasksGeneral Responsibilities and Tasks * Ensure adequate monitoring, reporting and acquittal of emergency activities within the North-East Area Management, and the timely provision of situation reports.
- Ensure emergency activities such as rapid MPCA are carried out in a timely manner, in accordance with the Sphere Minimum Standards and Humanitarian Charter in disaster response, NRC values and the Red Cross Code of Conduct. Also ensuring the compliance with NRC policies, tools, handbooks and guidelines.
- Analyse humanitarian needs and response gaps in Kharkiv and Sumska oblasts, identifying priorities for rapid needs assessments and contributing to their design and conduct. Share these analyses and needs assessments to the Area Manager (AM), Area Programme Manager (APM) and relevant project managers.
- Establish and maintain constructive working relationships with other international and national NGOs, community-based organizations, UN agencies, host government, and other main stakeholders including the local authorities.
- Be an active contributor to the Cash Working Group at area level and ensure NRC is included in the CWG rotation system for rapid MPCA.
- Establish and maintain constructive relationships with other cash actors.
- Establish network with emergency national NGOs working in the area and propose to the AM and APM potential areas of collaboration and operational partnerships.
- Ensure all personnel understand individual and collective responsibilities for safety and security.
- Liaise with the Security Focal Point to ensure compliance with Security Guidelines and their effective application in the local context.
- Prepare periodic progress reports and other documents related to rapid MPCA and emergency interventions.
- In collaboration with Field team, APM and support staff, play a key role in designing and developing project proposals for emergency activities, as required.
- Support in the development of contingency and emergency response plans and managing any associated budgets, as appropriate.
- Closely monitor events in humanitarian issues, in order to update and adjust program activities and approaches, when necessary.
- Write rapid needs assessment reports, and within established deadlines, providing clear operational recommendations for intervention
- Ensure quality implementation of rapid MPCA activities projects at field level taking into consideration appropriate response modalities and the needs of the most vulnerable.
- Collect data, prepare and submit required reports for rapid MPCA activities, including donor and private funds narrative reports, monthly performance indicator tracking tables, baseline and final evaluation reports, and others.
- Liaise with Ukrainian NGOs working on emergency response modalities and assess their programmatic complementarity with NRC emergency response.
- Work with MEAL Team to ensure the development of and provide oversight to internal monitoring and evaluation systems to ensure high quality programming, facilitate fulfillment of donor reporting requirements, track achievements against project indicators, and support evidenced-based decision making and proposal development for future programming.
- Coordinating the emergency response with other humanitarian partners possessing emergency response capacity to avoid overlapping/facilitate synergies
- Support local partners throughout the cash cycle, including capacity strengthening when relevant.
- Fluency in English and Ukrainian, both written and verbal
- Experience implementing cash programs
- Experience with humanitarian donor proposal writing and reporting
- Experience implementing rapid MCPA is a strong asset
- Experience in monitoring humanitarian alerts, conducting rapid assessments, and implementing distribution activities in emergency context is an asset
- Knowledge of SPHERE, Do No Harm and other humanitarian standards
- Ability to use Logical Framework Approach in program design and follow-up is preferred
- Good understanding of humanitarian principles and coordination mechanism
- Ability to travel, working flexibly and willingness to learn
