Over 900 team members work across the county in various professional fields.About the jobThe ICRC Communication Department seeks a competent Communication Officer to join our team in Kyiv. The Communication Officer plays a key role in designing, planning, and implementing the communication strategy and related initiatives in close collaboration with the management of the Kyiv sub-delegation and the delegation's communication department. Additionally, the Communication Officer serves as the ICRC's external representative, working to enhance understanding, support, and acceptance of the organization among key stakeholders within the area of responsibility.Start date: immediatelyYour Tasks and Responsibilities
  • Managing a broad range of communication needs in relation to the ICRC humanitarian response conducted from the Kyiv sub-delegation
  • Developing and promoting communication practices in coordination within the sub-delegation
  • Developing messaging and support content generation about the humanitarian situation and ICRC response in line with the operational priorities and desired identity of the sub-delegation; formulate the sub-delegation's messages and speaking points in line with the delegation's overall strategy
  • Generating public communication content, notably accompanying visitors to Kyiv such as donors and movement partners
  • Producing and generating texts and images, audio-visual on the needs in the area of responsibility and the ICRC response to them; propose content and stories for the delegation's social media channels; propose select content to local media/ authorities in correlation with Kyiv Communication unit
  • Guiding colleagues in operational departments on how to provide stories and content of their activities
  • Contributing to defining communication and, where relevant, prevention objectives, strategies and plans of action for the area of responsibility, in line with the sub-delegation's priorities and/or the delegation's communication strategy
  • Ensuring adequate field communication analysis and intervention (e.g. perception management and community engagement) in line with operational priorities
  • Ensuring appropriate monitoring, evaluation reporting and documentation of communication activities
  • Coaching, training and overseeing quality control of communication activities by the sub-delegation
  • Developing appropriate local strategies and tools for: operational communication, community engagement, promoting international humanitarian law (IHL, cooperating with Red Cross and Red Crescent Movement (RC/RC) partners, public and digital communication, information analysis/scanning and public affairs
  • Supporting the sub-delegation management and other programs in networking with relevant stakeholders and representing the ICRC to various audiences
  • Following humanitarian developments, as well as other issues relevant to the ICRC's reputation/ perception and capacity to operate in the area of responsibility, contributing to analysis
  • Coordinating joint communication and prevention activities with the communication teams of Ukrainian Red Cross Society (URCS) branches in the area of responsibilities to enhance URCS and Movement image and impact; ensure effective sharing of information during ad hoc crisis or major emergencies; support URCS communication teams to engage and communicate with affected communities

  • Ukrainian citizenship or permanent residence permit in Ukraine
  • University degree or equivalent in a relevant field such as communications, political science, international relations or journalism
  • Minimum 3 years of work experience in a field relevant to communication and/or prevention (preferably with the ICRC)
  • Professional fluency (written and spoken) in English and Ukrainian
  • Computer skills (proficiency in MS Office); familiarity with digital communication tools
  • Sound knowledge of the political, social and media environment in the country/region covered
  • Self-motivated with a strong commitment to teamwork and humanitarian principles
  • Flexible, enthusiastic, and willing to learn
  • Ability to work independently, as well as effectively under supervision
  • Ability to organize and prioritize multiple tasks
  • Ability to work within a diverse team and establish and maintain good working relations in a multi-ethnic, multi-cultural, and multi-disciplinary environment
