- Provide the Ukraine DOS Mission with independent design, engineering support, construction supervision, and QA for ongoing and planned construction, design, operations, procurement, government-to-government / host country contracting, and maintenance projects.
- Ensure that the infrastructure projects across the Mission portfolio are designed and built to proper standards.
- Provide expertise to support the following key areas:
- feasibility and pre-feasibility studies,
- A&E design,
- tender documents,
- construction implementation plans (CIPs) and construction supervision,
- QA / quality control (QC) plans and QA services,
- environmental monitoring and mitigation plans (EMMPs), and
- construction life-cycle training.
- Lead efforts to coordinate with the local government on construction and QA capacity-building and on construction oversight.
- Support the COP/PM in engaging with DOS personnel for program planning and delivering DOS reports on time and to a high standard of quality.
- Coordinate office personnel on logistics and procurement for field personnel and local engineering subcontractors.
- Help prepare contracts, subcontracts, agreements, and purchase orders, and provide subject-matter expertise for all phases of contract management.
- Lead subject-matter experts on cross-cutting program requirements, such as environmental compliance, climate risk, gender equity and social inclusion, and monitoring and evaluation.
- Coordinate translation of project documents as needed.
- Perform other duties as assigned.
- Bachelor's degree in civil engineering or another related engineering degree from an accredited university in Ukraine, the United States, the United Kingdom, Canada, Australia, or New Zealand
- 10 years' experience in design, construction, and QA of infrastructure projects
- 5 years' experience working in developing countries
- Valid engineering license, in good standing, in Ukraine, the United States, the United Kingdom, Canada, Australia, or New Zealand
- Demonstrated experience supporting professional A&E services for projects, including QA and other logistical and technical services across all areas of critical infrastructure
- Demonstrated knowledge of engineering principles of construction management and QC
- Demonstrated knowledge of basic principles of physics, chemistry, and mathematics as applied to civil engineering, transportation facility planning, and design
- Knowledge of engineering surveying, methods, materials, tools, and equipment used in the construction and maintenance of transportation facilities
- Proficient knowledge of civil engineering principles, practices, and processes, as well as design-build and design-bid-build project principles
- Experience with architecture and infrastructure planning, design, and construction management, including active involvement in a variety of rehabilitation and newly designed projects
- Working knowledge of processes and concepts for reducing and eliminating the use or generation of hazardous substances and/or greenhouse gas emissions
- Working knowledge of relevant local and international civil construction laws, codes, regulations, compliance practices, and recordkeeping requirements
- Ability to perform technical computations and calculations involving the application of engineering principles, understand plans and specifications, and make factual comparisons to the relevant regulations
- Ability to plan and conduct inspections and investigations of various aspects of the construction and design of facilities or structures, applying relevant regulations and policies
- Fluency in Ukrainian and English, both written and spoken
- Experience working on United States Government projects (preferred)
