Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement and infrastructure services to a wide range of governments, donors and United Nations organizations.The UNOPS Ukraine Multi-Country Office (UAMCO) aims to build a portfolio of projects and programs in Ukraine, Moldova and potentially in Poland that, put together, support the strategic objective of recovery and, going forward, the reconstruction of Ukraine, more specifically in the UNOPS mandate areas of of procurement, infrastructure, project management and Mine Action, as well as advisory services.UAMCO's support to partners spans the humanitarian-development nexus from emergency response to building back better, across the housing, health, education, transport, energy and mine action sectors, through infrastructure, procurement and technical assistance / project management interventions, with the ultimate aim of supporting the country on its EU accession and in its achievement of the Sustainable Development GoalsThe Multi Country/Country Office is responsible for managing strategic and operational risks associated with the CO/MCO portfolio of engagements, developing and delivering cost effective services contributing to partners' sustainable results and achievements of UNOPS management results.The Monitoring and Evaluation (M&E) Senior Officer plays a crucial role in planning, development, and implementation of a comprehensive Monitoring & Evaluation Framework for UAMCO projects. The M&E Senior Officer's primary focus is to systematically track progress, assess performance, generate evidence for impact and identify areas for improvement throughout the project lifecycle. Aggregating programme-level results, ensuring robust data management and helping to prepare analysis and reports as needed.The M & E Senior Officer will report to the Programme Management Office (PRMO) - Specialist.a. Education
  • A Master's Degree in Management, Development Studies, Social Science, Research, Monitoring and Evaluation, Statistics, Economics, or equivalent is required.
  • A Bachelor's Degree in Management, Development Studies, Social Science, Research, Monitoring and Evaluation, Statistics, Economics, or equivalent with additional two (2) years of relevant experience can be accepted in lieu of a Master's Degree.
b. Work Experience
  • A minimum of two (2) years of relevant experience in Monitoring and Evaluation (M&E) is required; additional years may be required depending on academic qualifications.
  • Strong experience with data management tools and information management systems is an added advantage.
  • Experience working in emergency settings or conflict-affected areas is highly desirable.
  • Familiarity with Monitoring and Evaluation (M&E) framework or requirements of major donors is considered an asset.
  • c. Language RequirementsFluency in English (read, write and speak) is required
  • Fluency in Ukrainian (read, write and speak) is required
d. Skills
  • Capacity building /training 2 years required
  • Data analysis and reporting 2 years required
