General objective of the position:Under the supervision of Finance Manager will ensure timely and quality financial support to Programme and Support Departments on the mission.Responsibility 1: Accountancy: * Ensure entry of accounting transactions in the Bank & Cash Books on daily basis in accordance with the TGH procedures and guidelines.
  • Ensure proper cost allocation and verifying the expenditure details.
  • Prepare Bank reconciliations at end of month.
  • Timely submission of all accounting record to Finance Manager for review at the end of month or for mid-term review/consolidation.
  • Review financial documents like PSRs and PAF (only Bank payments) as per assigned limit.
Responsibility 2: Cash Management: * Make cash payments from cash box, like Per diems, R&R allowance and travel advances to TGH Staff, as per TGH financial policies.
  • Request top ups through Finance Coordinator, when cash box balance gets low.
  • Do cash Counts at weekends and on last working day of the month with FM /Fin Co/DCD Support/CD.
  • Review and liquidate staff travel advances before closing the Books.
  • Keep regular follow up of travel advances, and ensure they are settled no more than 30 days after the travel.
Responsibility 3: Bank payments preparation * Enter approved payments into the client-bank system.
  • Check the compliance of payments documents with approved payment forms.
Responsibility 4: Sub partners financial reports check * Verification of partners' primary documentation for compliance with the financial report.
  • Verification of partners' financial reports for compliance with the approved project budget.
Responsibility 5: Management of documents system: * Keep all payment documents in order, and ensure adherence to TGH archiving rules.
  • Ensure all documents are stamped PAID according the TGH financial policy and donor guidelines.
  • Facilitate retrieval of financial record for Audits/reports.
  • Ensure e-back up of all financial and administrative documents.
  • Work in good coordination with Finance Manager, Senior Accountant & Logistic Manager.
QUALIFICATIONS:
  • Higher education degree in Finance, Accounting or Economics.
  • Experience working with UN agencies a plus.
EXPERIENCE, SKILLS AND QUALITIES: * Previous experience in the accountancy.
  • Previous experience in a humanitarian organization is a clear advantage.
  • Good knowledge of MS Office (Excel, Word, Outlook, PPT) experience in Saga will be an advantage
  • Knowledge of Humanitarian principles.
  • Good writing and speaking skills.
  • Languages: Ukrainian and Russian: Fluent speaking and writing.
  • English: Intermediate. Higher level of English is a clear asset.
  • Commitment to the aims and principles of TGH.
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • Very good inter-personal skills - Team player.
  • Very good communication skills.
  • Adaptable and flexible.
  • Able to adapt his/her posture to her/his interlocutor.
  • Good understanding of internal communication and reporting schemes.
  • Ability to work in a busy environment.
  • Ability to work under pressure.
