- Lead, supervise, and mentor the Finance and Accounting teams at both Country Office and Field Office levels.
- Provide strategic direction, capacity-building, and coaching to strengthen the Mission's financial management capabilities.
- Train financial and non-financial staff on organizational financial procedures, internal controls, and budget management tools.
- Ensure PAH's values, safeguarding principles, accountability commitments, and ethical standards are embedded in daily financial operations.
- Conduct regular field visits to support financial oversight and capacity strengthening.
- Lead the preparation, consolidation, and periodic revision of the Mission's master budget.
- Develop and update cash flow forecasts; prepare monthly fund transfer requests to HQ.
- Oversee cash management, including treasury operations and cash transfers to field sites and partners, in coordination with Logistics and Programmes.
- Ensure ongoing monitoring of Mission costs, conduct cost analyses, and promote cost optimization strategies.
- Provide financial management support to program and support teams in coordination with Project Coordinators.
- Prepare high-quality monthly management accounts for CD approval and submission to HQ and donors, ensuring strict adherence to reporting deadlines.
- Guarantee the completeness, accuracy, and timely filing of all financial documentation and records.
- Continuously improve financial and accounting processes; prepare and implement financial policies and procedures.
- Maintain and regularly update the Country Office level Finance Manual reflecting contextual practices and local regulations.
- Ensure compliance with standard accounting procedures, robust internal controls, and effective cash management systems.
- Coordinate timely and accurate processing of payroll and statutory payments.
- Serve as focal point for external audits, statutory inspections, and financial compliance reviews.
- Ensure full compliance with donor regulations, internal procedures, local laws, and international standards.
- Prepare monthly, quarterly, and annual donor financial reports.
- Maintain robust cost allocation methodologies across projects, ensuring fairness, transparency, and alignment with PAH standards.
- Support Programme Coordinators with budget monitoring, expenditure forecasting, and timely completion of Budget Monitoring Tools (BMT).
- Address financial issues raised by the Country Director, HQ, donors, auditors, or program teams.
- Ensure readiness for donor audits and support the implementation of audit recommendations.
- Lead financial capacity-building for Mission staff, and implementing partners.
- Manage and support ongoing financial optimization initiatives within the department.
- Support proposal development, including budget preparation and financial risk assessments.
- Review MOUs, supplier contracts, and vendor agreements from a financial and compliance perspective.
- Provide financial input to HR and Logistic on issues with financial implications.
- Perform any additional tasks assigned by Head of Operations or the Country Director in line with the role's scope.
- Actively contribute to SMT decision-making, risk analysis, and strategic planning.
- Promote a culture of accountability, transparency, and high performance across the Finance Department.
- Master's degree in Finance, Accounting, Business Administration, Economics, or related field (desirable).
- Bachelor's degree in Finance, Accounting, or relevant discipline (required).
- Minimum 7 years of progressively responsible financial management experience.
- Minimum 3 years in a supervisory or managerial finance role.
- Experience of working with donor-funded projects.
- Experience in international organizations.
- Proven track record in leading internal and external financial audits and managing large budgets.
- Fluency in English and Ukrainian (required), both written and verbal.
- Ability to prepare high-quality financial reports in English.
- Strong knowledge of international financial standards (IFRS, GAAP).
- Proficiency in financial management software (e.g., 1C, Dynamics,).
- Knowledge of local tax legislation and accounting
- Advanced skills in Microsoft Excel (pivot tables, formulas, modeling).
- Understanding of cost principles, and reporting standards.
- Strong analytical skills and ability to interpret financial data.
- Knowledge of internal controls, risk management, and audit processes.
- Strong leadership, team management, and coaching abilities.
