The Accountant and Procurement Officer will be responsible for managing the financial and procurement components of the WASH project in Ukraine. The role ensures sound financial practices, donor compliance, cost-effective procurement, and timely reporting. The selected candidate will work closely with the project team, local suppliers, headquarters finance team, and donors to ensure transparency, accountability, and efficient resource management.Main ResponsibilitiesFinancial Management
  • Maintain accurate and up-to-date accounting records for the project in accordance with the organization's financial procedures and donor requirements.
  • Prepare monthly financial reports, including budget vs. actual analysis.
  • Process payments, manage petty cash, and reconcile bank statements.
  • Ensure compliance with national tax regulations and organizational policies.
  • Monitor project expenditures and assist in forecasting financial needs.
  • Support internal and external audits.
Procurement and Logistics
  • Develop and implement procurement plans in coordination with the Project Manager.
  • Ensure all procurement is conducted in accordance with internal policies and donor regulations.
  • Launch tenders, collect quotations, and evaluate supplier bids transparently and fairly.
  • Prepare and maintain procurement documentation (purchase requests, orders, contracts, delivery notes, etc.).
  • Track deliveries, manage inventory, and ensure proper documentation of goods/services received.
  • Maintain vendor databases and assess supplier performance.
Reporting and Compliance
  • Ensure timely submission of financial and procurement reports to headquarters and donors.
  • Assist in drafting donor financial reports in coordination with the project and finance teams.
  • Ensure complete and accurate archiving of financial and procurement records (physical and digital).
  • Support risk assessments and propose mitigation measures for financial and procurement activities.
Candidate ProfileEssential Requirements
  • University degree in Accounting, Finance, Business Administration, or a related field.
  • Minimum 3 years of experience in accounting and/or procurement roles, preferably within a non-profit or humanitarian context.
  • Strong knowledge of financial procedures, budgeting, and procurement best practices.
  • Familiarity with major donors' financial and procurement regulations AICS, EU, ECHO etc.
  • Excellent computer skills, especially Excel and accounting software.
  • Good knowledge Ukrainian and English (spoken and written).
Desirable Skills
  • Experience in WASH or humanitarian projects.
  • Knowledge of local Ukrainian procurement laws and supplier market.
  • Strong organizational and problem-solving skills.
  • High ethical standards and commitment to transparency and accountability.
