Position SummaryMomentum Wheels for Humanity (MWH) seeks a Procurement Officer to support logistics and warehouse management across MWH's portfolio of projects in Ukraine, including emergency response initiatives aimed at strengthening the rehabilitation services system in response to the ongoing conflict.The Procurement Officer will coordinate, track, and report on warehouse operations and inventory management for relevant Momentum projects. This includes supporting logistics and procurement in compliance with USAID rules and regulations, and internal organizational procedures. Planned activities in the current emergency setting include warehouse establishment and management (including a hub for specialized equipment), operation of an inventory management system, asset inventory, and procurement and distribution of goods to support project implementation.Only candidates with legal authorization to work in Ukraine will be considered. For more information, visit .Expected Duties and ResponsibilitiesReporting to the Director of Finance and Grants Management, the Procurement Officer will:Coordinate country office stock and warehouse operations, including asset and inventory management.Support procurement of supplies for project implementation, ensuring compliance with donor requirements and MWH policies.Manage procurement and delivery of specialized equipment and related items.Operate and maintain the inventory management system, including improvement recommendations.Serve as the focal point for warehouse and stock-related matters in Ukraine.Maintain accurate records of all procurement and logistics activities, ensuring compliance with MWH SOPs and Ukrainian legal requirements.Prepare regular inventory reports and stock updates for the Country Director and broader country team.Ensure proper documentation and filing of all procurement and logistics-related documents (e.g., requisitions, quotations, POs, donation letters).Coordinate logistical arrangements for in-country training, workshops, meetings, and events.Support restocking of local warehouses, project storage areas, and training simulation rooms with relevant supplies and equipment.Assist with travel logistics for international personnel visiting Ukraine.Perform other procurement and logistics-related duties as assigned.Minimum Qualifications
  • Bachelor's degree in a relevant field, including office administration, logistics management, or related field
  • At least five years of relevant work experience, preferably within the Ukrainian health or logistics, procurement, and warehouse management sector
  • At least three years of working experience in logistics, supply chain management, and/or warehouse coordination
  • Professional experience working with an international humanitarian and/or development organization
  • Familiarity with USAID and/or other donor regulations for procurement, stocking, and donation of goods and supplies
  • Familiarity with Ukrainian regulations and requirements related to the donation, stocking of goods and supplies
  • Detail-oriented with good organization and prioritization skills
  • Demonstrate analytical and administrative skills, as well as resourcefulness and initiative
  • Excellent computer skills with proficiency in Microsoft Office and Outlook, and knowledge management platforms such as DropBox or Box
  • Written and spoken fluency in Ukrainian
  • Excellent written and spoken fluency in English
Preferred Qualifications
  • Procurement and logistics experience in the rehabilitation and assistive technology sector
  • Experience managing procurement and logistics in emergency settings, including staff supervision
  • Experience with warehouse management and international cross-border procurement in Ukraine
