ContextMdM International Network has been operating in Ukraine since 2014, improving access to health care, especially providing comprehensive Primary Health Care (PHC), Sexual and Reproductive Health (SRH) and Mental Health and Psychosocial support (MHPSS) services.Since February 2022, MdM Spain is leading the country response for the network, while MdM-France is in charge of the operations in Southern Ukraine. The global strategy aims at ensuring the access to quality comprehensive healthcare services for the conflict-affected population in Ukraine.In Southern Ukraine, MdM-France has set up its country office and a base office in Mykolaiv. An office in Odesa is still running for specific activities monitoring in Odesa. The program consists in supporting various local-based organizations in the delivery of health services for people facing severe constraints to healthcare in Mykolaiv and Kherson Oblasts.Living conditions in Mykolaiv are pleasant (access to restaurants, presence of other organizations, places to relax...). Expats share modern, well-equiped guesthouse. However, there are strict security rules (curfew imposed by the authorities) and a volatile environment (regular activation of air alerts).Job descriptionUnder the supervision of the desk manager, you are responsible for the overall management of the Ukraine mission.Your main responsibilities are:
  • Recruit, manage, train and motivate the mission’s team
  • Define the operational and advocacy strategy together with the coordination team, the desk manager and the volunteer board delegates of the mission
  • Plan and monitor activities, implement corrective action when necessary, providing technical support to the team
  • Represent MdM with authorities, local actors, partners, donors and the media
  • Monitor partnership agreements with partners, authorities and donors, seek out and develop new partnerships, and ensure or supervise fundraising
  • Ensure the financial coverage of the mission by leading fundraising and budget management
  • Draft, adapt and monitor safety regulations and procedures and coordinate crisis management in the region
  • Implement and monitor the application of MdM’s programmatic and support services framework, policies and procedures
  • Supervise reporting to MdM and donors
Requirements
  • Minimum 3 years of experience in the humanitarian sector
  • Previous experience in a similar position
  • Previous experience in Ukraine is an asset
  • Substantial experience in safety and security management, including in volatile context and experience in shelling environments appreciated
  • Experience in risk analysis and access strategies development
  • Ability to lead a team in a complex environment and take relevant decisions according to the context
  • Flexibility, proactivity, anticipation and adaptability
  • Excellent organizational, diplomacy and networking skills
  • Fluent in English is mandatory (oral and written)
  • Knowledge of Ukrainian and/or Russian is an asset

Benefits
  • Starting date: October 8, 2025
  • 12-month contract
  • Gross monthly salary: €4,027
  • Position based in Mykolaiv, Ukraine (single departure) with regular field visits
  • Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
  • Expatriation bonus (10% gross salary per month)
  • Transportation cost, vaccines and visas covered
  • Individual flat (no family duty station)
  • 22.5 recovery days per year
  • 5 weeks of paid leaves per year
