- Maintain and regularly update internal program databases to ensure timely and accurate data entry and storage.
- Support development and regular updating of project-specific dashboards, monitoring reports, and PCM tools (Log-frame, IPTT, MEAL activity plans) in collaboration with the MEAL Manager.
- Conduct monthly monitoring through field visits to inform management decisions; provide timely updates on activity implementation progress.
- Input data into coordination tools such as 5Ws, Activity Info, and other required templates for reporting to working groups and coordinating bodies.
- Conduct Data Quality Audits and flag data collection issues to relevant managers to resolve systemic problems and ensure data integrity.
- Analyze quantitative and qualitative data to identify trends, challenges, and opportunities, and share findings with program teams for adaptive management.
- Ensure adherence to data protection protocols and confidentiality standards in line with organizational and donor requirements.
- Lead the implementation of Post-Distribution Monitoring (PDM) surveys for sector-specific distributions, including tool design, training, field implementation, and reporting.
- Coordinate with sector leads, sectorial implementing partners, and relevant coordination bodies to ensure alignment of assessment methodologies and data use.
- Support the planning, design, and execution of large-scale assessments, including Multi-Sector Needs Assessments (MSNAs), baseline and endline evaluations, intersectional assessments, and other operational research activities.
- Ensure evaluation tools are appropriate and inclusive, and that findings are presented in a user-friendly and actionable manner for internal and external stakeholders.
- Contribute to the documentation and analysis of end-of-project reviews, after-action reviews, and best practices.
- Organize and facilitate quarterly Lessons Learned workshops; synthesize and disseminate key insights to inform future programming.
- Work closely with the MEAL manager, Senior MEAL Coordinator, program and technical teams to integrate lessons learned into proposal development, and strategies.
- Maintain a centralized sectorial knowledge management/learning database for easy access by IRC staff and partners.
- Provide ongoing technical support and on-the-job capacity building to IRC field staff and Sectorial partners staff on data quality standards, data collection, analysis, reporting, and use of digital tools.
- Support the MEAL Manager with developing high-level training materials on MEAL standards, tools, and methodologies for internal and partner staff as needed.
- Represent the MEAL department in relevant coordination meetings, working groups, and technical forums as delegated by the MEAL Manager.
- Liaise with program, grants, and technical teams to ensure that MEAL findings are integrated into reporting, proposal development, and program planning.
- Provide technical guidance to partner MEAL staff and ensure data quality, compliance, and capacity building through coordination and field visits.
- Participate in the partnership capacity analysis (PCA) meetings to evaluate the partner's MEAL capacity and identify any risks related to MEAL delivery.
- Develop tailored sectorial partner support plans for each partner and facilitate the implementation of agreed-upon capacity sharing activities.
- Take part in monitoring visits to partner locations and activities
- Conduct Data Quality Audits with partners' MEAL focal points on quarterly basis.
- Foster ongoing learning, honest dialogue, and reflection at team level to strengthen safeguarding, wellbeing and duty of care, and to promote IRC values and adherence to IRC policies.
- Lead by example and support IRC's commitment to taking all necessary preventive measures and creating an environment where people feel safe and can report misconduct.
- Master's degree is preferred with relevant specialization in a quantitative field (e.g., Economics, Sociology, Statistics, or other social science groups)
- Minimum of 3-4 years of professional working experience in MEAL within the humanitarian and development sector
- Experience in data analysis, and program monitoring, including designing monitoring systems, indicators, developing MEAL plans, data quality assessments, and survey techniques
- Demonstrated ability to coordinate complex activities, meet deadlines, and exercise sound judgment
- Ability to work effectively in a fast-paced, deadline-driven environment
- Excellent time management skills and resourcefulness with strong attention to detail
- Excellent interpersonal and communication skills and ability to guide others and build the capacity of diverse teams
- Fluency in Ukrainian and strong English skills (B2)

- Travel to other locations is needed up to 30% of the time
