BackgroundFondazione l'Albero della Vita ETS is an international humanitarian and development organization committed to delivering timely, effective, and accountable assistance to populations affected by conflict and crises.Since August 2022, FADV has been present in Ukraine, responding to the ongoing humanitarian crisis through multi-sectoral interventions, including education, humanitarian assistance, protection and health.For a new project financed by the Italian Agency for International Cooperation, FADV is seeking a Procurement Officer to strengthen procurement systems and ensure compliance with organizational and donor requirements.2. Purpose of the RoleThe Procurement/logistic Officer will be responsible for managing procurement processes in compliance with donor regulations and internal procedure and coordinates the logistics related to procurement. The role ensures that goods and services foreseen in the project proposal are procured in a timely, cost-effective, and transparent manner while ensuring quality and value for money.3. Key ResponsibilitiesProcurement Management
  • Ensure all procurement is carried out in line with AICS/donor regulations and procurement policies.
  • Preparing purchase and procurement plan and define procurement regulations.
  • Manage the full procurement cycle, including sourcing, bidding, evaluation, contract preparation, ordering, and delivery, ensuring a proper logistics
  • Maintain procurement tracking tools and ensure timely delivery of goods and services.
  • Support logistics planning and operations, including transport, fleet scheduling, and movement tracking of goods and personnel.
  • Maintain up-to-date asset and equipment registers and support asset tracking across offices and field locations and distribution planning
  • Collect all administrative document from the field, including document form project's partners, systematize and ensure the proper transfer to admin in Kyiv.
  • Compliance and Documentation
  • Prepare complete procurement documentation (RFQs, bid analysis, purchase orders, contracts, etc.) and maintain audit-ready records.
  • Ensure competitive and transparent procurement practices through open tendering and market analysis.
  • Ensure adherence to anti-corruption and ethical procurement standards.
Supplier Management
  • Develop and maintain supplier databases with vetted vendors.
  • Monitor vendor performance and maintain updated supplier performance evaluations.
Coordination & Reporting
  • Coordinate with admin and program teams to align procurement planning and logistic with project timelines.
  • Provide weekly or monthly procurement status reports to the administrator and project coordinator.
  • Systematize local accounting and provide to Kyiv office on monthly basis
  • Support emergency procurement processes as required.
4. Expected Deliverables
  • Procurement plans aligned with project needs and timelines.
  • Accurate and complete procurement files for each transaction.
  • Accurate asset and inventory management systems.
  • Updated procurement tracker/report submitted regularly.
  • Framework agreements established with reliable vendors (where applicable).
  • Procurement audit readiness ensured at all times.
  • Administrative document from the field systematized, including document form project's partners, and proper transfer to admin in Kyiv.
5. Qualifications and ExperienceEssential:
  • At least 3 years of experience in procurement/logistics, preferably with an INGO or in a humanitarian context.
  • Bachelor's degree in Procurement, Logistics, Business Administration, or a related field
  • Strong knowledge of procurement standards and donor compliance (e.g., ECHO, USAID, UN);
  • Proven ability to manage multiple procurement requests simultaneously.
  • Excellent organizational, negotiation, and communication skills.
  • Fluent in English (written and spoken)
Desirable:
  • Knowledge of AICS procurement standards or previous experience in AICS financed project
  • Professional certification in procurement
  • Experience in emergency procurement and working under time pressure.
6. Work Conditions
  • Based in Zaporizhzha or Dnipro preferably, or periodic travel to such oblast, and to Kyiv
  • Must be able to work in a fast-paced and dynamic humanitarian environment.
  • All travel and accommodation expenses for official duties will be covered as per FADV policy.
  • Duration of the contract: 15 months, with FADV Ukraine.
  • Probation period: 3 months.
